Typically, a state legislates a monopoly for itself; establishes a state agency or public corporation to run the lottery (rather than licensing a private firm in exchange for a share of revenues); begins operations with a modest number of relatively simple games; and, due to continuing pressure for additional revenues, progressively expands the size and complexity of the lottery’s offerings.
